DISGRUNTLED CITIZENS SEEK SOLUTIONS

During a town hall meeting last week Sam Gaston, a cousin of the city's founder E.B. Gaston,  presented a plan that he says could make the city's government more efficient. (Video at bottom.)

Gaston said the reform movement started during  the progressive era of the late 1800s - early 1900's when government corruption was at its peak;  Fairhope actually had a city manager at one time in the 1950's and 60's (C.B. Neimeyer).

Duties of the city manager include supervising daily operations by directing department heads and to prepare the city's annual budget.

BENEFITS

Gaston said a council-manager form of government provides leadership by an elected policy board (city council) and their appointed professional administrator that operates more like a business: citizens are the stockholders who elect a board of directors who hire a manager to operate the city.

Improved  "accountability, transparency, and fairness" should result ... as well as more emphasis on goal setting and long range planning such as for land use, capital projects, and general strategic growth planning.

"Less politics in the administration of your city" may be expected as well, Gaston said.

In the first meeting, this group proposed district representation for city council. However, their petition does not include that proposal. Things that make me go hmmmm....

U nailed it! That is exactly what Fresh Start is counting on..their attitude is don't pay attention to the bill as written, they have confidence and upon good legal authority they can circumvent and/or successfully challenge (no districts for one) the law as written. Ergo, their petition. Don't get bogged down in details, "just sign, then citizens will know what they will vote on after the fact". (Relying on stupidity of voter, pass something so we'll know after passed what is in it sound familliar?)
Way too many other issues with this including timing, rush, and probability "they" already have their manager and future elected officials selected. Concerned Fresh Start's true colors emerging into daylight, especially obvious disdain for current mayor. And their message is a "new Fairhope"..well, that will take time under any system. After 40+ years with only 2 like minded mayors, it takes time to clear the rats. I say no to Fresh Start, let people have input on a bill if want change and don't let a handful decide for all...

The petitions circulated by this group and the Mayor are only different in that Mr. Zunk's petition calls for all 'at large' council members; the Mayor's calls for 'district' representation. The Mayor has invited someone with the State to speak at the council meeting this afternoon; all should attend. I wonder if the two petition drives could be combined?

When they say "take the politics out" they mean favoritism and preferential treatment some get over others -- not political debate which is a good and necessary thing. There is nothing wrong with a 3 - 2 vote.

no you still do not understand. take politics out of daily city operations , now being overseen by an elected mayor who may play favorites. an appointed city manger will not do that.

Trust me I understand how this works. City council and the mayor will still be elected. I suspect they will participate in the hiring and/or firing of a city manager. No way to keep politics out of this unless #thefairhopeway.

People in Fairhope are not capable of self government. Everyone is just looking for handouts for themselves or neighborhoods.

The Mayor will be a member of the Council and the ceremonial head of the City. He/She will also set the Council agenda. The difference between old and proposed is that we need a person at the top of the employee chart to know the laws and to run the city like a business. We have never had an elected official with Municipal Business experience, but the mistakes of the Kant administration and the past couple (or more) of City Councils have proven that we are going down the drain if we can't get away from this. To wit, Mayor Wilson is very enthusiastic about this. She makes $30,000 per year and is expected to hammer out our budget and supervise the entire city? Absurd. This is a great idea for Fairhope. If you have any doubt, look at how much Brown, Boone and Burrell are against it. That was all I needed to hear!

The problem here is not the government it is the majority of the people of the city who are clueless as evidenced by the comments here , as well as the hapless, bumbling commercial media only interested in making money and helping personal friends get elected.

Having a difference in opinion does not make one clueless, not being able to recognize others opinions does make one clueless.
