Looks like a quorum without a public notice to me. Will these public officials elaborate on what was discussed behind closed doors 1,000 miles from home?

It is definitely a quorum of the council. Such excursions may be permitted at times for "information gathering" only; but in reality state open meeting laws are based primarily on self enforcement, the honor system.
