Another concession stand, restrooms, and shelters are currently being constructed at the city's ball parks in the Barnwell community, 7 miles south of town.
A new Committee was recently formed by the City Council (Equitable Funding of Recreation Comm.) tasked with finding better funding mechanisms, other than putting most of the burden on in-city residents.
Councilman Kingrea said then: "There ought to be some benefit to living within the city limits."

The materials have all been donated and the labor for this project is all volunteer! The only thing the City has contributed to the project is running utilities to bldg, everything else has been donated and performed by volunteers who care about the youth football league and the kids that participate. Almost every youth sports league in this City has had to do the same thing for years, since they rarely, if ever, ask for financial support from the City they have to fund their own programs. Concessions is the primary means they all use.
For those people who moan and groan about "those outside the City should pay their fair share", does this count? Especially since a lot of the materials and labor for this project (which will be used by a lot of people who live inside the City limits) was donated by people who live outside the City?

My problem with the specific discussion (concession stand at Barnwell) is that the story was misrepresented as the City spending money to expand, and that is not the case. You asked about invoices, but by definition an invoice is demand for payment for services rendered. Volunteer labor and donated materials are not being charged, so exactly how should there be invoices for what is being done? Should we require folks who are giving their time and efforts for free to punch a timeclock to satisfy your personal skepticism? Do that and pretty soon there won't be anyone willing to volunteer anymore. If you want to know the specifics about what's going on why don't you call City Hall?
