Council Reverses Course: Decides to Borrow to Pay Bills

In an apparent reversal of a policy announced last year to end year-end borrowing to pay for electricity, the Council recently voted to establish a $2 million line of credit (to be used later this Summer "if necessary").

we wouldn't be in this situation if for the past ten years, utilities had been kept up and useless spending was city wide. hard for the older time employees get use to doing without.
