how come we're building more ball fields when the electric poles are all rotten? :(

It has always annoyed us that when the wholesale costs of electricity go down for the city, the savings are never passed on to customers. The city just pockets the profit, gives it to charity maybe.
Other cities I know cap profits at a percentage and automatically refund to customers.
