The city council approved the low bid ($19,750) by Spohn Ranch Inc. to complete the skate park, but questions arose about the low bidder's capacity to complete the contract on time.
Two members of the Skatepark Committee said they had more confidence in the 2nd lowest bidder's (American Ramp Company) ability to fill the contract in a timely manner; but it was decided the city could not legally reject the lowest bid without some more compelling reasons.
Purchasing Manager Dan Ames said there were safeguards built into the contract to insure compliance.
