AMENDMENTS TO ORDINANCE SUGGESTED
The garbage committee met recently to recommend changes to appliance, debris, freon disposal, and other refuse pickup matters -- that should allow the City Council to finally decide the future of the City's Sanitation Services (Have a private company take over collection or not).
GARBAGE TRUCKS WORN OUT
Public Work's Director Fidler: "We need to decide . . . are we going to bid out or buy new trucks . . . Bottom line is . . . need new trucks . . . as soon as possible . . . order now for next budget cycle."
Assistant Director Bosarge: ". . . time to do something . . . somebody's got to make a decision."
PREVIOUS BID CALLED DEFECTIVE
According to Committee Members Charles Smith and Ron Heverin, the bid specifications prepared last year are too complex for the bidders to understand and need to be re-calculated.
Smith: "The previous bidding process was a mess . . . ."
Heverin: "I agree . . . un-bidable."
PUBLIC WORKS CALLED MULTIDIMENSIONAL
Environmental Officer Dale Linder said the problem is that their 6 sanitation workers do much more than just pick up garbage -- and there's no good way to quantify exactly what all they do (put a dollar figure on it). Linder said collecting garbage is only about half of what the six employees involved actually do.
Linder: "Public Works has a pool of employees, equipment . . . do multiple things . . . multi-dimensional is a good word."
RECOMMENDS BIDDING OUT CORE SERVICES ONLY
If the Council wants to proceed in that direction, the committee decided to recommend biding out only the residential/business garbage pick-up service at this time (No recycling, trash pickup, misc. other services).
Smith: "Bid out narrow core service now . . . see what (numbers) come back . . work in trash/recycling later . . . or not . . ."
OPTION SUGGESTED FOR NEW TRUCKS
Director Fidler suggested simultaneously setting the process in motion to purchase 3 new trucks for next year, in case the city decides to continue providing the service itself, since procurement could take several months.
Smith: ". . . May or may not have to buy 3 new trucks (FY 2012)"
