Community Park Lease Renewal Discussed

Activities Director Sullivan told the city council she has been in contact with the Baldwin School Board's attorney concerning the renewal of the Fairhoper's Community Park land lease.

Sullivan said the park is currently being leased on a monthly basis -- but in order to "get back to" negotiating a long term lease there are pre-conditions the Board would like the city to enter into:

1) Perimeter fencing (6ft)
2) Locking gates (locked after park hours)
3) A timeline for completion
4) Park hours implemented and enforced
5) School children given priority usage
6) Add signage that it's a cooperative effort with the Board of Education


Sullivan added that if the long-term lease is renewed, the School Board wants assurance from the city that it will eventually renovate or rebuild the park in such a way that the park is safe and ADA (Americans with Disabilities Act) compliant.

(The city is currently installing 24hr video surveillance that will be monitored in the police station as well.)

RENOVATIONS COSTLY

In response to a question from Councilman Burrell, Mayor Kant said the minor issues can be addressed now; but he foresaw continuing the monthly lease until the next budget cycle (Oct.) when the council would have to consider spending the extra money that will be needed to upgrade the facility (a long-term lease would be needed before spending that much).

Kant: "(It's) a major investment ... between $200,000 and $300,000 ... even more if we do a splash pad ...  by that time (next budget cycle) ... should get some direction from staff ... or the new group of moms ... and the old group of moms that may want to get involved ... ."

(Publisher's Note: The park was constructed by citizens in the mid-1990s using private donations/labor and another group (Play by the Bay) expressed interest last summer in raising money to rebuild/refurbish it to comply with the ADA.)

Too many strings attached. Just build a new one on city property ... like behind the library.

"Here's what we want you to do. We want to spend alot of money and fix the park up real nice. After you do this, we want you to put up a sign that says we helped you so we can trick...I mean convince the public we need more tax dollars."

Take the K1 center and bulldoze it. Build a Casino and take the profits and build the new park.

Build a statue of King Kant in the middle of Section and Fairhope Ave and call it a day..long live the king!!!!
