Can someone explain the relationship between the Haven and the City of Fairhope municipal shelter? Because if the repairs are to the Haven (a 501(c)3) they should pay for their own repairs. If the Haven rents the building from the city, they already receive an annual stipend from the taxpayer which no one can seem to explain what that is for. The relationship between the City of Fairhope and the Haven is shrouded in mystery.

Sure. The Haven non profit has the same set-up as the city's library. Building owned by city but activities operated by the independent board. The city charges nothing to use the buildings to provide the public services, in fact donates to both organizations.

The Haven gets only gets about $15K per year for operating expenses from the city. Their Fundraising goes to the bulk of operating expenses. Cities in Al. are required to have animal shelters. On the other hand, the library gets about $1 million from the city for operations ... in addition to the building.
