Mayor/Council President at Odds Over New Project Funding

A difference of opinion arose between the Mayor and Council President Mixon concerning the possible funding sources for new capital spending projects in the coming years: The Mayor suggested more borrowing or using sales tax revenue by reducing the proposed emergency reserve fund (from $6 to $4 million); but Mixon preferred making cuts elsewhere ("to the bare bones") and using the money saved to fund the needed improvements.
The Mayor was not present but a message from him was relayed by Member Stan Grubin.

Better watch them close. They will slip in utility rates hikes when your not looking. Always been done that way. Guess its ok. :(
