Fairhope, Alabama
At the August Strategic Planning Committee meeting, Mayor Kant said he is proposing a 3% cost of living adjustment for the city's 280+ employees in his draft 2014 budget.
Councilman Mueller indicated his support for the increase, but the other 3 council members present did not express an opinion at the time.
This year, 2013, employees received a 3% COLA increase; in 2012 full time employees received a $900 bonus ("one time raise") instead; no raises were given in 2011 and 2010 as a cost-cutting measure during the height of the Great Recession; and they received 4% in 2009.
The city's various short and long term capital needs, debt reduction, funding requests, etc. were also discussed at the meeting.
Council members are still negotiating details with the mayor.
By majority vote, the city council must approve the final form of the proposed budget by Oct 1st, the beginning of the fiscal year.
(A study done in June of last year found the city had no formal "pay system" at that time -- click)
